When buying a home in New Jersey the new homeowner acquires the previous owner assessed value.  The Assessor has the presumption of correctness on their side.  The homeowner has the burden of proof, ie. Comparable sales, application of equalization rate, state law.

Your Assessment should reflect true market value, what your home would sell for between a Willing buyer – willing seller, multiplied by the equalization rate, which is calculated by your assessor, submitted every assessment date October 1, of the pre-tax year.
